Students from Canada or any other country are considered international students and must fulfill additional requirements for admission, including submission of documents to be issued an I-20, which is required for entry into the United States.
Academic records from your previously attended institutions must be sent to an evaluation center and evaluated. Once we receive the evaluation, an acceptance letter will be issued to the student. The I-20 will not be issued by MSU until certificate of finances and supporting bank documents are received. More detailed information can be found in the Document Center.

- Complete the Financial Statement which shows proof of finances available for study in the U.S. Provide verification of funds in the form of a letter signed by a bank official.
- A SEVIS I-901 processing fee paid to the appropriate government agency. (This will be completed once you receiver your I-20 from MSU prior to getting your student visa.)
- Academic records from your previously attended institutions need to be sent to an evaluation center and evaluated. We recommend using - World Education Services (WES), InCred, or Spantran.
- Results of the American College Test (ACT) or the Scholastic Aptitude Test (SAT). These test scores are not required for admission but may be submitted for scholarships and placement into courses. Placement testing is available through Mayville State.
- A completed university immunization form. For anyone born after 1956, proof of immunization against measles, mumps and rubella must be supplied by official documents. Effective fall of 2012, all newly admitted students ages 21 and younger who are residing in campus housing must provide documentation that they received the meningococcal disease (Meningitis) vaccination.

- Official TOEFL Score (Minimum scores: 68IBT or Paper-based test 523), The International English Language Testing System IELTS: minimum score of 6.0) and or Duolingo test. This is needed if you are coming from a non-English speaking school.

Health care in the United States is expensive and the individual is responsible for paying the medical costs. The government does not pay for it. Having health insurance protects the individual by helping pay the medical expenses if he/she should become ill or be involved in an accident. For these reasons, all international students studying in North Dakota are required by the North Dakota University System (NDUS) to purchase the North Dakota state-mandated health insurance policy.
International Students will be automatically enrolled by the MSU Academic Records Office on a semester basis as they continue to be enrolled at MSU. Students will receive an email from UnitedHealthcare when their ID card is ready to be downloaded.
- Domestic Students
The NDUS UHCSR Plan does not offer coverage to domestic students. NDUS encourages students to seek health care coverage if they do not have insurance. If you are in need of assistance in finding health insurance, please visit healthcare.gov. - International Students
International students from all countries, except Canada and Norway, are automatically enrolled by semester in the student health insurance plan by their institution. A student may opt-in to NDUS health insurance coverage prior to automatic enrollment to expedite confirmation of coverage. The premium cost is billed to the international student’s campus connection account. If an international student wants to waive this health insurance coverage, comparable coverage must be in place and verified through the waiver process.

New Fall students will have coverage beginning August 16th of each year.
New Spring students will have coverage beginning as of January 1 of each year.
Continuing students enrolled at MSU will have no gap in coverage and their policy will continue through onto each semester and/or academic year.
A note for graduating students: Students who graduate in December will have coverage through December 31 of the year in which they graduate. Students who graduate in May or August will have coverage through August 15th of the year in which they graduate

Institutions shall collect required premiums from the students and submit student payments to the insurance provider no later than the end of the sixth week of a regular term.
The NDUS requires all international students to have health insurance in place and verified (see Policy 505) but in some cases, an international student is able to secure a waiver from the NDUS health insurance plan. International students may be eligible for a waiver of the NDUS designated insurance if they are able to provide proof of comparable coverage.
Waivers are granted in only a few exceptional situations, typically when:
- Coverage is already provided through a U.S. employer;
- Coverage is already provided through a parent or spouse's U.S.-based employer; or
- The student's home country provides universal coverage through a national health insurance plan, and the coverage meets all of the required waiver criteria.
Waiver Application Deadlines for 2026-2027:
- Fall: September 2, 2026
- Spring/Summer: January 21, 2027
- Summer: June 11, 2027
